Even for a driver whose livelihood depends on driving, the grounds that rule out mitigation are listed separately in Annex 28 of the Enforcement Rule. Answer: ②, ④
Explanation
Annex 28, 1.F.(1)(a) of the Enforcement Rule says that even drivers who depend on driving for a living cannot have the penalty reduced if they drove with a blood alcohol concentration above 0.1 percent, caused an injury crash while drunk, refused the alcohol test, fled or assaulted an officer, had 3 or more injury crashes in the past 5 years, or have a past drunk-driving record. At 0.09 percent with no other exclusion, reduction may be possible. Being an exemplary driver with 3 or more years of traffic volunteer work is actually a ground for requesting reduction.
